Is this site accurarte about Google SEO Penalty?

Is that site actually accurate? I have been reading that Google has never released their formula, so how do they possibly know how much your website has been penalized?

Nice tool. It seems to work out. I tried a phishing site (found in my spam box) radiosportfm.tg and it was level 10 penalty. However all of my sites were level 0 which seems to be good.

Seems to rank most sites as 0 penalty. I guess that might accurate, its hard to test.
