I reccomend HostGator. There dedicated servers start at $174 per month. I don't know if that is in your budget, but they are close to your specifications.

A dedicated server is a server to which you are the only one that has access to the files, and you control the contents of the entire server. You are not sharing space with anyone else, nor can anyone else get to your data. A web host like GoDaddy is more like a VPS that anything else, and I do not think they offer dedicated hosting at this time.
